Vor einiger Zeit wurde in Gulu eine große Markthalle gebaut. Im Februar kam der Präsident Ugandas höchstpersönlich um sie einzuweihen und zu eröffnen. Seither passierte mal lange nichts, zumindest nichts was man von außen sehen konnte. Als ich im Mai nach Gulu kam stand sie noch immer einfach leer herum. Auf die Frage wann sie denn nun tatsächlich in Betrieb geht, wusste niemand so recht eine Antwort. Aber letzte Woche war es dann endlich so weit: Ohne viel Tamtam wurde die Markthalle aufgesperrt, die Händler vom alten Markt zogen um und zwei Tage später war dieser schon komplett platt gemacht. Zugegebenermaßen ist das nicht so schwer, waren ja hauptsächlich Bretterbuden.
Die neue Halle ist sehr groß und weitläufig, erstreckt sich über vier Stockwerke und wirkt doch um einiges hygienischer als der alte Markt. Leider ist es recht laut und die Wegweiser stimmen auch nicht so ganz, aber das wird schon noch. So weit, so gut? Ob das Konzept aufgeht wird sich erst zeigen: Angeblich kosten die kleinen, und damit meine ich etwa 2×2 Meter große, Stände 200.000 Uganda-Shilling (oder ca. 50€) im Monat, was man hier erst mal umsetzen muss. Insbesondere wenn es jede Art von Stand circa 20 Mal gibt, die Konkurrenz ist also sehr groß. Am alten Markt war die Standgebühr scheinbar nur 40.000 UGX.
Update 21.10.2015: Auf Nachfrage bei den HändlerInnen kosten die kleinen Stände deutlich weniger, nämlich nur 15.000 UGX, was immer noch eine deutliche Steigerung gegnüber angeblich 6.000 UGX am alten Markt ist. Erscheint aber wesentlich realistischer zu erreichen. Scheinbar haben sich die hohen Preise auf die größeren Shops in der Markthalle bezogen.
A big market hall was built in Gulu a while ago. In February, Uganda’s president himself came to inaugurate and open it. Since then nothing happened for a long time, at least nothing you could see from outside. When I came to Gulu in May it was still empty and just stood there. When asked when it would actually be in use, nobody really had an answer. But last week it finally happened: without making a big fuss about it, the market hall was opened, the vendors from the old market moved there and two days later the old market was completely demolished. Admittedly that wasn’t very hard, there were mostly wooden booths.
The new hall is very big and spacious, extending over four floors, and seems to be a lot more hygienic than the old market. Unfortunately it is quite loud and the signposts are not all correct, but everything will turn out alright. So far so good? It remains to be seen if the concept works: supposedly, the small, meaning approx. 2×2 meters in size, booths cost 200,000 Ugandan Shillings (or approx. 50€) a month, an amount that they have to turn over first. Especially when there are about 20 booths that sell the same products and there is a lot of competition. At the old market, the fee was apparently only 40,000 UGX.
Update 10/21/2015: According to the vendors the smaller booths cost considerably less, 15,000 UGX per month, which is still a substantial increase over the 6,000 UGX on the old market. Seems a lot more realistic to earn that. Apparently the higher prices were for the bigger shops within the market.
wer setzt die miete der stände fest ?
bzw. wird das behördlich kontrolliert oder ist das freier kapitalistischer markt ?

Soweit ich weiß, wird der Markt von der Stadt verwaltet. Die legt die Standgebühren fest und sammelt sie auch ein.
… das „Urige“ urbane ist halt weg 🙁 – hoffe die Händler kommen zurecht!
